Enable fill handle and cell drag and drop in Excel 2007 and 2010

Choose "Options" from "File" menu, you'll get to see options dialog box. Choose "Advanced" tab so you can see the options like below.

Just tick the option "Enable fill handle and cell drag-and-drop". Click OK. That's it, you'll see both options.
